I have applied for the passport , but didn't receive it yet...please suggest what to do?

I have applied for passport at New Delhi regional passport office and police verification has also been done, but still i didn't get my passport as i didn't attach 10th passing certificate init. The officials ask for it, but i missed/lost it sometimes back and have police FIR also for the same. But they say , they can't proceed further without it. I have submitted copy of my driving license, PAN , voter card and all other required documents but still they are not satisfied. There must be some other affidavit which can do the needful. Please suggest , what should i do?
