Who exactly transforms the people in Ovid's Metamorphoses?

It some stories Ovid explicitly writes that a god transforms the person, but in other stories he is ambiguous. For example, in the story of Phaethon, Phaethon's sisters are turned into trees in their grief, but it does not say by who or what. Do they simply transform on their own (despite lines which indicate that the transformation is against their will)?
